Credentialing, Pool and Program Information for New York City's September 11 Commemoration Ceremony

CREDENTIALING, POOL AND PROGRAM INFORMATION FOR
NEW YORK CITY’S SEPTEMBER 11th COMMEMORATION CEREMONY

Note: Times and Details Are Subject To Change

Information about logistics for the commemoration ceremony on Tuesday, September 11, 2007 will be disseminated to the media via the webpage set up by the Mayor’s Press Office at www.nyc.gov/mediaadvisory as it becomes available. An updated media advisory with additional program details will be disseminated via the Mayor’s Press Office email and fax distribution lists, and posted at www.nyc.gov/mediaadvisory on Thursday, September 6th.
Press check-in for Tuesday, September 11th will be at the corner of Broadway and Liberty Streets on the northeast side of Zuccotti Park. Check-in begins at 6:30 A.M. and ends at 7:30 A.M. sharp. Media must check-in to receive an event credential, and will not be granted access to the ceremony without one.
Media with NYPD press credentials do not have to pre-register but must check in to receive an event credential to gain access to the site. Media without NYPD credentials must pre-register by sending an e-mail to presscredentials@cityhall.nyc.gov to request access; requests for credentials must be received by 5:00 PM (EST) on Wednesday, September 5th; confirmation from the Mayor’s Press Office will be sent out on Friday, September 7th.
A television pool has been established to cover the ceremony. Questions regarding the availability of the pool coverage and transmission should be directed to television pool coordinator Annette Jolles at (917) 743-1182. Television producers/correspondents may obtain a credential at Press Check-in to attend but may not bring cameras into Zuccotti Park. Pool locations will be posted at www.nyc.gov/mediaadvisory next week. Additionally, pool locations will be provided in an updated advisory disseminated via the Mayor’s Press Office e-mail and fax distribution lists.

A photo pool also has been established to cover the ceremony, and the New York Press Photographers Association has agreed to coordinate distribution of the pool photos. Questions should be directed to the photo pool coordinator Ray Stubblebine via e-mail at president@nyppa.org. Photographers who are not a part of the pool will be provided a spot on the General Press Riser after they have obtained a credential at Press Check-in.

All media granted a credential must remain in their designated press areas during the ceremony. Reporters must remain silent during the entire length of the program. Only pool participants will be allowed to descend the ramp and film/photograph events at the lower level of the site. All media must adhere to these conditions; your NYPD press credential and event credential may be revoked at any time for failure to comply.

I. SEPTEMBER 11th COMMEMORATION CEREMONY
The City’s observance will take place at Zuccotti Park, on Liberty Street between Broadway and Church Streets, on the morning of Tuesday, September 11th. The ceremony will officially begin at 8:40 AM. Families of those who died on September 11th may start arriving at 7:00 AM. Responders to the attack and recovery will be reading the names of the victims, while music will provide a backdrop throughout the program. The ceremony will pause at four moments – twice to mark the times that each plane hit the towers, and twice to mark the time when each tower fell. The first moment of silence will be at 8:46 AM, and houses of worship have been asked to toll their bells at that time. While the names are read, family members will be able to descend the ramp single file to a limited area at the lowest level of the site where they may lay flowers and return to street level. The ceremony will conclude at approximately 12:30 PM (this is subject to change). A preliminary outline of the event program is as follows (details and times subject to change):

WTC Names: A complete list of the names of the 2,750 World Trade Center victims will be posted on www.nyc.gov/mediaadvisory prior to the ceremony. Names will be read in alphabetical order as they are listed.
Readers List: A complete list of names of the readers is still being finalized and will be posted on the morning of the event. Readers names will be posted in the order that they are scheduled to read but changes will occur during the course of the program.

Honor Guard: An honor guard made up of individuals representing Fire Department (FDNY), Police Department (NYPD), Port Authority Police Department (PAPD) will participate in the ceremony.
II. MEDIA INFORMATION
Press Check-In will be at Broadway and Liberty Streets. Check in begins at 6:30 A.M. and ends at 7:30 A.M. sharp. You must check in to receive your event credential before taking a position on the riser or with a pool, and you will not be granted access to the site without this credential. Spots on the General Press Riser are available on first-come, first-serve basis and are limited. Mult-boxes will be provided on the riser. Media must remain in designated press areas, and all reporters must remain silent during the ceremony. If your media organization was not granted a credential, you must rely on the designated press pools. No video cameras will be allowed into the ceremony. Media must display their NYPD credential and or their event credential at all times on site during the day.

Bard Entertainment, Ltd., a New York company headed by David Stern, is doing production and Producer Annette Jolles is the Pool Coordinator. Questions regarding the availability of the pool coverage and transmission should be directed to Annette Jolles at (917) 743-1182.
A photo pool also has been established to cover the ceremony, and the New York Press Photographers Association has agreed to coordinate distribution of the pool photos. Questions should be directed to the photo pool coordinator Ray Stubblebine via e-mail at president@nyppa.org. All pool photos are being distributed through delivery to pool members’ FTP sites. Once approved, those qualified for pool photos need to provide an FTP address and password and any other information needed by Wednesday, September 6th, via e-mail to president@nyppa.org. Still photographers who are not a part of the pool will be provided access to the General Press Riser after they have obtained an event credential at Press Check-in. Pool assignments will be disseminated in future media advisories, which will be posted on www.nyc.gov/mediaadvisory and sent out to the Mayor’s Press Office’s e-mail and fax lists.
NOTE ABOUT 1 & 2 WORLD FINANCIAL CENTER
The NYC Office of Emergency Management (OEM) issued an advisory to all local and national media outlets, and the Foreign Press Center, asking those outlets interested in securing a spot on the 10th floor balconies at the World Financial Center to apply, and most requests were granted. Questions regarding the World Financial Center should be directed to Andrew Troisi at OEM at (718) 422-4888.
PARKING FOR SATELLITE & MICROWAVE TRUCKS
All questions regarding parking should be directed to Lt. Whyte at the NYPD Office of the Deputy Commissioner of Public Information at (646) 610-6700. There will not be satellite truck parking near Zuccotti Park. There will be limited access for satellite trucks near the World Financial Center.
AVIATION WARNING
Helicopters or other aircraft utilized by the media will be asked to stay at least two miles away from the site and at an altitude of at least 1,500 feet from New York City’s commemoration events.
III. TRIBUTE IN LIGHT
The “Tribute in Light” will return for one night as a tribute to all those who were lost on September 11th as well as those who worked so hard to get our City through its greatest trial. The lights are located at West and Morris Streets in Lower Manhattan. The lights will be on for one night on September 11, 2007, beginning at sunset and fading away at dawn on September 12th. There will be no formal program. The lights are best seen when it is completely dark; sunset is expected to occur at 7:12 PM that night and sunrise is expected to occur at 6:33 AM on the morning of September 12th.
